OpenLearning Lands First Philippine University Win to Unlock 1,000-Institution Pipeline
OpenLearning lands first Philippine university customer through CE-Logic reseller channel
OpenLearning Limited (ASX: OLL) has signed a SaaS agreement with Philippine Normal University (PNU), the Philippines’ National Center for Teacher Education, to deploy its AI-powered learning management system (LMS) across the institution. The agreement, secured through OpenLearning’s CE-Logic reseller channel, represents the first Philippine university customer converted under that partnership since it was established in October 2025. The initial term covers 5,000 students commencing 1 June 2026, with a stated pathway to expand to all ~12,000 PNU students under a longer-term arrangement.

Why PNU matters beyond the contract value
PNU is not a standard university customer. As the Philippines’ National Center for Teacher Education, PNU sets teacher education standards across the country and advises both the Department of Education and the Commission on Higher Education on teacher training, curricula, and continuing professional education. Its technology decisions carry weight across the broader Philippine higher education system.
The institution’s adoption of OpenLearning’s platform aligns with the Philippine Normal University Modernization Program, a strategic initiative calling for the nationwide upgrade of pre-service and in-service teacher education capability. PNU selected the OpenLearning LMS for a specific set of platform capabilities:
- AI course creation
- Outcomes-based assessment
- Integrated learner portfolios
- Secure cloud infrastructure
- Lifelong learning capabilities
- Generative AI assistant and AI course builder
Management has explicitly identified PNU as a reference customer for further institutional sales across Philippine universities, colleges, and schools. For investors, the significance of this agreement lies less in its ~A$30,000 first-year net value to OpenLearning and more in the credibility it lends to the CE-Logic channel and OLL’s Philippines growth strategy.
What OpenLearning’s LMS delivers to PNU
A learning management system (LMS) is a software platform that enables educational institutions to create, deliver, and manage online courses and learning programmes. An AI-powered LMS adds automated course-building tools, personalised learning pathways, and intelligent assessment capabilities on top of that foundation.
Delivery via a SaaS model means the platform is hosted in the cloud by OpenLearning, removing the need for PNU to invest in its own server infrastructure or manage software updates. For a public university operating under government budget constraints, this significantly reduces the cost and complexity of adopting enterprise-grade education technology.
Under the agreement, CE-Logic and OpenLearning will jointly provide training for PNU administrators, faculty, deans, and directors, alongside ongoing technical support to support platform adoption.
CE-Logic pipeline validation and the Philippines growth opportunity
CE-Logic is an arm of C&E Publishing, which holds existing relationships with more than 1,000 universities, colleges, and schools across the Philippines. Since the reseller agreement was signed in October 2025, CE-Logic has hosted a series of events to introduce OpenLearning to Philippine institutions, conducted product demonstrations, and engaged directly with existing customers on the merits of transitioning to an AI-powered LMS. PNU is the first university customer to convert from that pipeline.
CE-Logic CEO and COO of C&E Publishing, John Emyl G. Eugenio, has indicated the pipeline extends well beyond this initial agreement, with a particular focus on State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs).

“PNU is the first of many opportunities in our pipeline that we are progressing this year.”
Adam Brimo, Group CEO & Managing Director of OpenLearning
“The agreement validates the reseller strategy we put in place with C&E Publishing last year and demonstrates the strength of OpenLearning’s AI-powered platform in competitive procurement processes.”

What comes next for OpenLearning in the Philippines
Two near-term growth levers are visible from this agreement. The first is the expansion of the PNU relationship itself, with both parties indicating an intention to extend coverage to PNU’s full enrolment of approximately 12,000 students under a longer-term arrangement following the initial term, though no guarantee has been made. The second is the conversion of further pipeline opportunities through CE-Logic during 2026, with SUCs and LUCs identified as the primary target segment.
It is worth noting that the one-year initial term and the 5,000-student starting scope reflect standard Philippine government procurement rules that limit the duration and value of contracts with public institutions, rather than any constraint on the platform’s capability.
The Philippines strategy sits within a broader international footprint. OpenLearning currently serves more than 250 education providers and over 3 million learners globally, with an established presence in Australia and Malaysia and a growing presence in the Philippines, Indonesia, and India. Management views the PNU agreement as a reference point for further institutional sales across the Philippine higher education sector, with CE-Logic’s network of more than 1,000 institutions representing a substantial addressable pipeline for the channel to work through.
