Worley and SAMSUNG E&A sign Master Framework Agreement for US projects
Worley Limited (ASX: WOR) and SAMSUNG E&A have signed a Master Framework Agreement (“MFA”) to partner on selected projects across the United States energy and industrial markets. The announcement was dated 26 October 2026.
The MFA is a partnership platform for pursuing opportunities together. It is not a secured project, and it gives investors a new route through which Worley may compete for large US engineering, procurement and construction (“EPC”) work.

What each partner brings to the MFA
The agreement combines the two companies’ separate strengths, as described in the announcement.
- Worley: established Gulf Coast presence, EPC project delivery capabilities and deep customer relationships.
- SAMSUNG E&A: global EPC, supply chain and modularization capabilities.
| Partner | Capabilities |
|---|---|
| Worley | Established Gulf Coast presence, EPC project delivery capabilities, deep customer relationships |
| SAMSUNG E&A | Global EPC, supply chain and modularization capabilities |
These complementary strengths could improve competitiveness on large, complex projects.
Worley’s existing US footprint is already anchored by the CP2 LNG project in Louisiana, where it acts as primary EPC contractor under a reimbursable structure following Venture Global’s final investment decision.
Management view
Worley CEO Chris Ashton framed the agreement around competing for major projects in the US market.
Chris Ashton, Worley CEO
“This agreement strengthens our ability to compete for major energy and industrial projects in the USA.”
Ashton also pointed to SAMSUNG E&A’s “disciplined execution model”, saying the combination positions the companies to pursue selected opportunities together, helping customers address project risks earlier and move toward investment decisions with greater confidence.
Why EPC partnerships matter for investors
A master framework agreement sets the terms under which two companies work together on selected projects. It does not commit either party to specific work.
EPC delivery means one provider handles the engineering, the sourcing of materials and equipment, and the building of a project. Modularization generally refers to building sections of a facility off-site before assembly at the project location.
For Worley, revenue depends on projects being identified and advanced under the MFA. Investors may therefore look to future project announcements as the proof point.
What the MFA sets in motion
Through the MFA, Worley and SAMSUNG E&A are working to identify and advance priority opportunities.
Worley describes itself as a global company of energy, chemicals and resources experts headquartered in Australia. It specialises in consulting, engineering, procurement and construction across the project lifecycle.
The agreement strengthens Worley’s positioning in the United States, though outcomes will depend on future project wins.
