How social housing maintenance works and why scale matters
Social housing maintenance means keeping publicly owned homes safe and liveable. It includes reactive repairs when something breaks, scheduled upkeep, restoring vacant homes so new tenants can move in, and upgrade works.
For investors, long-term government contracts matter because they can provide multi-year revenue visibility and repeat work with government clients. A term of up to nine years gives a longer period of contracted activity than a typical short-cycle job.
Long-dated facilities work is not new for the group, with the $500 million Stockland facilities partnership showing how multi-year maintenance contracts can add a recurring revenue base across commercial and retail property.
Strengthening Downer’s position as the largest social housing maintenance provider
According to the announcement, Downer is the largest provider of social housing maintenance in Australia and New Zealand. Its major contracts include NSW, Western Australia, South Australia and the North Island of New Zealand, and Victoria now joins that list.
Mr Tompkins said:
“With a long history in government property and facilities management, Downer provides maintenance services to approximately 100,000 public homes each year…”
He added:
“This contract reinforces our scale, capability and proven track record in social housing maintenance, supporting the delivery of high-quality outcomes for Homes Victoria and its residents.”
A broader state footprint adds to Downer’s government services positioning. Downer employs approximately 23,500 people and operates across roads, rail, energy networks, health, education, defence and other government sectors.

What happens next for Downer in Victoria
The contract is set to commence on 1 February 2027, when Downer becomes responsible for delivering the services to Homes Victoria. This date starts the initial five-year term, with extension options available up to nine years in total.
