Watercare renewal extends a decade-long partnership
Downer has secured a contract renewal with Watercare Services Limited to deliver proactive and reactive maintenance across Auckland’s northern water and wastewater network. The renewal is valued at an estimated NZ$420 million (A$378 million) for a maximum term of 10 years.
The renewal commences in October 2026, structured as an initial five-year term plus extension options. Under the agreement, Downer will deliver reactive and scheduled maintenance, emergency response, inspections, reporting, asset renewals and data management.
The award extends an existing relationship rather than marking a first-time win. Tompkins noted the contract reflects Downer’s strong performance delivering water and wastewater services for Watercare for more than a decade.

Australian and New Zealand wins add long-dated revenue
Logan City Council – two-year extension
Downer has secured a two-year contract extension with Logan City Council to deliver water and wastewater infrastructure services, valued at approximately A$320 million. The work will be delivered through the Logan Water Infrastructure Program Alliance.
The scope covers planning, design, delivery and program management services across water, sewerage and treatment assets in Queensland. The extension commences on 1 July 2027.
Invercargill City Council – up to 15 years
Downer has been awarded a contract with Invercargill City Council (ICC) to deliver reticulation operations and maintenance across its water, wastewater and stormwater networks, valued at up to NZ$120 million (~A$108 million) over a maximum term of 15 years. The contract comprises an initial five-year term plus extension options.
The value structure splits across two components:

Operations and maintenance component: approximately NZ$45 million over the full term, secured under the agreement.

Capital renewal works: up to NZ$75 million, which may be delivered at ICC’s discretion (not guaranteed).
Vector – electrical capital works panel
Downer has been awarded a five-year delivery services panel contract with Vector to deliver electrical capital works across the Auckland energy infrastructure network. Downer expects to generate approximately NZ$150 million (~A$135 million) in revenue, though work volumes are subject to project allocation under a three-member panel.
The panel supports network augmentation, renewal and upgrade projects. Works include asset installation and replacement, overhead and underground works, substations, testing and commissioning, and outage planning. The appointment reflects Downer’s performance on the network over the past seven years.

The pattern of relationship-led renewals extends across Downer’s broader contract portfolio; the Transurban NSW contract, a $310 million nine-year award covering three northern Sydney toll road assets, similarly expanded an existing maintenance relationship Downer had held since 2020.
