NZME receives $11.2 million offer to renew commercial radio spectrum licences
NZME Limited (NZX and ASX: NZM) has received a formal offer from the Crown for a licence renewal covering its commercial radio spectrum licences, for a 20-year term starting on 3 April 2031. The announcement was made on 28 October 2026.
The total purchase price to NZME is $11.2 million, to be paid across four five-year tenure periods. The company said the price is consistent with what it had anticipated and is materially lower than the price of the 2011 licence renewal.
Payments are slightly higher in the earlier periods. Spreading the cost over the term, rather than a single upfront amount, shapes how the commitment reaches the balance sheet.
Michael Boggs, NZME Chief Executive Officer
“We appreciate the Crown taking industry feedback on board. Paying across four five-year tenure periods, rather than funding 20 years upfront, not only provides certainty but also gives us the flexibility to align our frequency portfolio with how New Zealanders’ radio listening changes over time…”

How the new payment structure works
The 2011 renewal was priced as a single amount for the full 20-year term. The new licences are structured across four five-year periods, with the applicable payment made in advance at the beginning of each period.
| Feature | 2011 renewal | New renewal |
|---|---|---|
| Payment structure | Single amount for the full 20-year term | Four five-year periods |
| Timing | n/a | Payment in advance at the beginning of each period |
| Flexibility | n/a | NZME can relinquish individual licences during the term |
Key terms of the offer include:
- Slightly higher payments in the earlier periods
- Payment made in advance at the beginning of each period
- NZME can relinquish individual licences during the term and would not be required to pay amounts relating to future periods for those licences
The two headline figures are separate. The $29 million is the national value the Crown announced in January 2026 for the current set of commercial licences, while the $11.2 million is the total purchase price to NZME, which reflects that national value and NZME’s existing portfolio of frequencies.
NZME said the structure will significantly reduce the immediate cash flow impact on the company. It also allows NZME to review individual AM and FM frequencies over the term of the licences.
The licence structure sits alongside other cost decisions at the company, including the Petone print plant acquisition, where NZME expects around $7 million in annual operating savings once the equipment is installed.
Michael Boggs, NZME Chief Executive Officer
“…It also materially reduces the cash flow impact for NZME. Terrestrial radio remains a core part of our business, and these terms allow us to plan, with confidence and flexibility, beyond 2031…”
What commercial radio spectrum licences mean for investors
Commercial radio spectrum licences give holders the right to broadcast on specific AM and FM frequencies. The current industry licences expire in April 2031.
Without a licence there is no right to broadcast on those frequencies, so renewal matters to a broadcaster’s ability to keep operating on them. The Crown consulted NZME and other industry participants on the pricing approach as part of the renewal process.
Boggs said terrestrial radio remains a core part of the business, and that the terms allow NZME to plan beyond 2031. He described the terms as a strong and sustainable outcome for NZME and the wider radio industry.
What happens next for NZME
The announcement sets out the following sequence:
- Acceptance of the Crown’s offer: NZME has six months to accept, following the 28 October 2026 announcement.
- First payment: due in 2030, ahead of the new term.
- New licence term begins: 3 April 2031, for a 20-year term.
The four-period structure gives NZME room to align its frequency portfolio with how New Zealanders’ radio listening changes over time.
