WhiteHawk selected by Bell Federal Systems to pursue NASA SEWP VI opportunities
WhiteHawk Limited (ASX: WHK) has been selected and onboarded into the NASA network to support opportunities under Bell Federal Systems’ (BFS) NASA Solutions for Enterprise-Wide Procurement (SEWP) VI Category C prime contract. The selection follows an introduction by WhiteHawk’s New York based partner, Knowledge Preservation (KP), which the company describes as its partner-led growth strategy in action.
This is not a contract win. The announcement describes the arrangement as an additional route to market through an established U.S. Federal Government procurement channel, and discloses no contracted revenue.
SEWP VI ordering is scheduled to commence from 1 November 2026.
Adrian Vallino, Chief Executive Officer, WhiteHawk, said in part:
“…SEWP VI provides us with an additional route to pursue U.S. Federal Government opportunities through an established prime contractor, leveraging our existing cybersecurity and AI governance capabilities without having to navigate every procurement process independently…”

How the SEWP VI arrangement works
What SEWP is and why it matters
NASA SEWP is an established government-wide procurement program used by U.S. Federal civilian and defence agencies to acquire technology products and services. SEWP VI is the next generation of the program, with a reported aggregate procurement ceiling of US$60 billion over 10 years across three categories (A, B and C).
For investors, the prime contractor channel matters because it allows a smaller company to pursue federal work without running every procurement process independently. WhiteHawk’s CEO made this point directly in his comments on the selection.
WhiteHawk has already worked through an integrator channel once, with a sole-source U.S. federal cyber contract covering roughly 400 organisations and initial contracted revenue of A$356,000.
Roles under the proposed arrangement
Under the proposed arrangement, the responsibilities are split as follows:
- BFS identifies and coordinates relevant Requests for Quotation (RFQs) within the scope of the program.
- WhiteHawk prepares technical and commercial responses.
- BFS submits those responses as prime contractor.
- Any resulting work is subject to the relevant procurement process and the successful award of individual orders.
The partners and strategic fit
The announcement profiles two partners, each with a distinct role in the arrangement.
| Partner | Role | Focus | Relevance to WhiteHawk |
|---|---|---|---|
| Bell Federal Systems (BFS) | U.S. small business federal government contractor and NASA SEWP VI Category C prime contract holder | Mission-based IT services and solutions, including cybersecurity, cloud services, AI and machine learning (ML), data analytics and AI governance | Intends to identify relevant federal agency opportunities and coordinate proposal submissions through its prime contract |
| Knowledge Preservation (KP) | U.S. specialist in information governance and data management | Information governance frameworks, records retention and regulatory compliance, data privacy, defensible data disposal, and knowledge management | Capabilities complement WhiteHawk’s cybersecurity and AI governance offerings |
Within the Category C scope, two areas align with WhiteHawk’s stated capabilities:
- Cybersecurity
- AI governance
Any resulting work remains subject to applicable procurement processes, proposal selection and the award of individual orders.
What to watch next for investors
SEWP VI provides a 10-year contracting channel through which WhiteHawk can pursue multiple opportunities as U.S. Government agencies identify their requirements. BFS, as prime contractor, coordinates the relevant RFQs.
The US$60 billion ceiling represents the broader procurement framework. It does not represent revenue contracted to, or forecast for, WhiteHawk.
According to Mr Vallino, the company’s focus is on identifying the opportunities that best match its strengths, making considered decisions about where to bid, and maximising its chances of converting those opportunities into orders.
Adrian Vallino’s appointment as Group CEO came with a mandate to build partner-led distribution, and his remuneration is tied to revenue milestones of A$1M, A$3M and A$5M.
Key watch points include:
- The start of SEWP VI ordering on 1 November 2026
- RFQs received via BFS
- Any orders awarded
WhiteHawk is a cybersecurity solutions and services company providing automated cyber risk assessment, monitoring and mitigation solutions, mobile application security and AI governance capabilities.
