The acquisition model in action
At the core of the QHRC award is AdNeo’s Content as a Service offering, a model focused on producing and licensing digital learning content for education and public sector clients. The capability was significantly expanded through the September 2025 acquisition of Aspire Learning Resources, integrated under the Aspire by Catapult brand.
The acquisition added meaningful scale to AdNeo’s education platform:
-
More than 150 clients
-
Approximately 350 units of competency
-
An experienced content development team
Together, Catapult and Aspire bring approximately 30 years of experience in the Australian education sector, with established relationships across TAFE, government, universities and VET providers. The award follows the earlier Bendigo Kangan announcement, providing further evidence of the combined platform’s capability in high-quality content, course development and project delivery.
The repeat QHRC win offers a practical demonstration that the acquisition strategy is functioning as management intended, converting integrated capability into contracted government work.
CEO Commentary
“This contract demonstrates our acquisition model working as intended. We acquired Aspire in September 2025 to build a specialist content-as-a-service capability under the Catapult brand, and the business is now securing repeat work from government clients. With an active tender pipeline above $6 million, our focus remains disciplined conversion, delivery quality and long-term client relationships,” said Angus Washington, CEO and Managing Director.

A $6 million tender pipeline and the road through FY27
Looking ahead, AdNeo has built an active tender pipeline exceeding $6 million across more than 20 submissions, weighted toward government, TAFE and university clients. This positions the education platform to pursue further contracted work as its integrated capability matures.
Management has stated it is targeting disciplined conversion of this pipeline, with a continued emphasis on delivery quality and long-term client relationships. Importantly, the Company has noted that pipeline outcomes remain dependent on tender timing, client decisions and successful delivery, meaning the $6 million figure represents unconverted potential rather than booked revenue.
For investors, the combination of repeat government revenue, a growing tender pipeline and a validated acquisition strategy points to building content-as-a-service momentum through FY27. Whether that momentum translates into sustained revenue will depend on the Company’s ability to convert its pipeline while maintaining delivery standards across an expanding client base.
